ANALISIS AKUNTABILITAS PELAYANAN PUBLIK PEMERINTAH DESA

Penelitian ini bertujuan untuk menganalisis akuntabilitas Pemerintah Desa Soki dalam penyelenggaraan pelayanan publik serta mengidentifikasi faktor-faktor yang memengaruhi pelaksanaannya. Penelitian menggunakan metode hukum empiris dengan pengumpulan data melalui observasi, wawancara, dan dokumentasi yang dilakukan di Desa Soki, Kecamatan Belo, Kabupaten Bima. Hasil penelitian menunjukkan bahwa pelayanan publik di Desa Soki belum terlaksana secara optimal. Rendahnya kehadiran aparatur pemerintah desa, termasuk Kepala Desa, pada saat musim tanam bawang merah menyebabkan pelayanan administrasi kepada masyarakat sering mengalami keterlambatan. Kondisi tersebut dipengaruhi oleh faktor ekonomi aparatur yang sebagian besar juga bekerja sebagai petani sehingga lebih mengutamakan aktivitas pertanian pada musim tanam. Akibatnya, pelaksanaan pelayanan publik belum sepenuhnya mencerminkan prinsip akuntabilitas sebagaimana diatur dalam peraturan perundang-undangan. Oleh karena itu, diperlukan peningkatan komitmen aparatur desa, pembagian tugas yang lebih efektif, serta pengawasan agar pelayanan kepada masyarakat dapat berlangsung secara optimal.
This study aims to examine the accountability of the Soki Village Government in providing public services and to identify the factors affecting their implementation. An empirical legal research method was employed, with data collected through observations, interviews, and documentation in Soki Village, Belo District, Bima Regency. The findings reveal that public service delivery has not been carried out optimally. The limited presence of village officials, including the Village Head, during the shallot planting season often leads to delays in administrative services for the community. This situation is mainly influenced by the economic conditions of village officials, many of whom also rely on farming as their primary source of income. As a result, the implementation of public services has not fully reflected the principle of accountability as required by the prevailing laws and regulations. Therefore, stronger commitment from village officials, better task allocation, and continuous supervision are needed to improve the quality and continuity of public services.
