ANALISIS PENGGUNAAN SISTEM SIBARDUKTRANS DALAM PENGELOLAAN DATA DAN PENATAAN CALON TRANSMIGRAN DI DISNAKERTRANS KOTA SERANG DENGAN PENDEKATAN PIECES

Abstrak

Perkembangan teknologi informasi mendorong instansi pemerintah untuk mengadopsi sistem digital dalam rangka meningkatkan efisiensi dan kualitas layanan publik. Dinas Tenaga Kerja dan Transmigrasi (Disnakertrans) Kota Serang merupakan salah satu instansi yang telah mengimplementasikan sistem SIBARDUKTRANS (Sistem Informasi Persebaran Penduduk Transmigrasi) untuk memfasilitasi pengelolaan data dan penataan calon transmigran. Penelitian ini bertujuan untuk menganalisis efektivitas implementasi sistem tersebut dengan menggunakan pendekatan PIECES (Performance, Information, Economy, Control, Efficiency, Service). Metode yang digunakan adalah pendekatan kualitatif dengan teknik pengumpulan data melalui observasi dan. Analisis dilakukan terhadap enam aspek utama PIECES untuk menilai sejauh mana sistem mendukung proses transmigrasi di tingkat daerah. Hasil penelitian menunjukkan bahwa sistem memberikan efisiensi dari sisi ekonomi dan mempercepat proses administrasi, namun masih terdapat kendala pada aspek performa sistem saat akses bersamaan, validasi data yang belum otomatis, serta keterbatasan kontrol akses pengguna. Selain itu, pelatihan teknis yang belum merata juga memengaruhi kualitas pelayanan sistem. Berdasarkan hasil tersebut, diperlukan peningkatan infrastruktur sistem, penguatan manajemen akses, serta penyediaan pelatihan dan panduan teknis berkelanjutan untuk mendukung optimalisasi implementasi sistem SIBARDUKTRANS di tingkat daerah.

The development of information technology has encouraged government institutions to adopt digital systems in order to improve efficiency and the quality of public services. The Department of Manpower and Transmigration (Disnakertrans) of Serang City is one of the agencies that has implemented SIBARDUKTRANS (Information System for the Distribution of Transmigration Population) to facilitate data management and the arrangement of prospective transmigrants. This study aims to analyze the effectiveness of the system implementation using the PIECES framework (Performance, Information, Economy, Control, Efficiency, Service). This research applies a qualitative approach with data collected through observation and informal interviews. The analysis was carried out based on the six main aspects of PIECES to assess the extent to which the system supports the transmigration process at the regional level. The results show that the system has improved operational efficiency and accelerated administrative processes. However, there are still several issues, including system performance delays during concurrent access, lack of automated data validation, and insufficient access control mechanisms. In addition, the uneven distribution of technical training also affects the overall service quality of the system. Based on these findings, improvements are needed in system infrastructure, access management, and the provision of ongoing technical training and user guidance to optimize the implementation of SIBARDUKTRANS at the regional level.
