ANALISIS PENGELOLAAN SUMBER DAYA MANUSIA TERHADAP HASIL TANGKAPAN LAUT PADA PT KAWAL LAUT JAYA KABUPATEN BINTAN

This study aims to analyze the management of human resources (HR) and marine catch productivity at PT Kawal Laut Jaya, Bintan Regency, one of the fishing companies operating through a partnership model with local fishermen. The research employs a qualitative descriptive approach, with data collected through field observations, in-depth interviews, and documentation. The research informants consist of company management, ship crews, and partner fishermen. The findings reveal that HR management at PT Kawal Laut Jaya focuses on strengthening workforce competencies through regular training, the implementation of occupational safety standards, the provision of compensation and social security (BPJS Ketenagakerjaan), and performance-based incentives. This system significantly improves employee motivation, productivity, and loyalty. Meanwhile, the management of marine catches is carried out through a systematic process involving simple processing, storage, and export activities. The results indicate a strong relationship between the effectiveness of HR management and the level of marine catch productivity. The quality of human resources directly influences operational success and product quality. Furthermore, the company’s partnership model has been proven to improve the welfare of local fishermen and strengthen the coastal economy sustainably. This study concludes that the success of capture fisheries businesses is determined not only by natural resources but also by professional, participatory, and sustainability-oriented HR management. Therefore, PT Kawal Laut Jaya can serve as a model for community-based integrated fisheries management that supports the vision of sustainable maritime development in Indonesia.
