The expansion of digital communication technologies has fundamentally reshaped how individuals interact, express opinions, and participate in public discourse. Social media platforms have become central spaces for communication, enabling rapid information exchange and broad public engagement. However, this transformation has also contributed to the increasing prevalence of cyberbullying, which poses significant risks to individuals’ rights to honor, dignity, and reputation.

Existing studies on cyberbullying have largely emphasized its psychological impacts. At the same time, relatively limited attention has been given to examining the legal and ethical boundaries between legitimate criticism and harmful digital conduct. This study seeks to address this gap by analyzing the distinction between constructive criticism and cyberbullying, and by exploring the roles of clarification mechanisms and personal data protection in safeguarding individual dignity in digital environments. This research employs a qualitative approach using a literature review method, drawing upon academic publications, legal frameworks, and relevant scholarly discussions. The findings indicate that not all forms of negative expression constitute cyberbullying. Constructive criticism is generally characterized by its focus on ideas, objectivity, and public interest, whereas cyberbullying involves personal attacks, humiliation, and the unauthorized dissemination of personal information. The study underscores the necessity of balancing freedom of expression with ethical responsibility and legal awareness. Furthermore, it highlights the importance of personal data protection and digital literacy in preventing the misuse of online communication. By integrating legal, ethical, and communication perspectives, this research contributes to a more comprehensive understanding of the limits of expression in the digital era.
