Abstrak

Nur Rahmah, Fakultas Keguruan dan Ilmu Pendidikan, Universitas Mulawarman, Implementasi Kebijakan Undang-Undang Nomor 8 Tahun 2016 Pasal 5 Tentang Hak Pekerja Penyandang Disabilitas Studi Kasus SMK Muhammadiyah Istiqomah 4 Samarinda. Di bawah bimbingan Ibu Dra. Hj. Marwiah., M. Pd selaku dosen pembimbing. Tujuan penelitian ini untuk mengetahui implementasi Undang-Undang Nomor 8 Tahun 2016 Pasal 5 terkait hak pekerja disabilitas di SMK Muhammadiyah Istiqomah 4 Samarinda dalam prespektif nilai-nilai Pancasila. Jenis penelitian ini menggunakan pendekatan kualitatif deskriptif. Penelitian ini dilakukan di SMK Muhammadiyah Istiqomah 4 Samarinda pada Februari hingga Mei 2025. Subjek penelitian ini ialah Guru Disabilitas dan Kepala Sekolah sebagai informan dan Waka Kurikulum, Guru PKn, Siswa kelas XII sebagai responden dengan menggunakan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa implementasi kebijakan undang-undang nomor 8 tahun 2016 pasal 5 tentang hak pekerja penyandang disabilitas di SMK Muhammadiyah Istiqomah 4 Samarinda sejalan dengan nilai-nilai Pancasila terutama nilai kemanusiaan dan keadilan. Tantangan utama yang dihadapi adalah keterbatasan infrastruktur yang belum sepenuhnya ramah disabilitas. Meski demikian, di tengah segala keterbatasan tersebut, pihak sekolah menunjukkan komitmen dan kepedulian yang tinggi untuk terus bergerak ke arah yang lebih inklusif.

The purpose of this study was to determine the implementation of Law Number 8 of 2016 Article 5 concerning the rights of workers with disabilities at SMK Muhammadiyah Istiqomah 4 Samarinda from the perspective of Pancasila values. This type of research uses a descriptive qualitative approach. This research was conducted at SMK Muhammadiyah Istiqomah 4 Samarinda from February to May 2025. The subjects of this study were Teachers with Disabilities and the Principal as informants and the Deputy Head of Curriculum, Civics Teacher, Grade XII Students as respondents using data collection techniques through observation, interviews, and documentation. The results of the study indicate that the implementation of the policy of Law Number 8 of 2016 Article 5 concerning the rights of workers with disabilities at SMK Muhammadiyah Istiqomah 4 Samarinda is in line with the values of Pancasila, especially the values of humanity and justice. The main challenge faced is the limited infrastructure that is not fully disability-friendly. However, amidst all these limitations, the school shows a high commitment and concern to continue moving towards a more inclusive direction.
