Abstrak

Penelitian ini mengkaji dinamika good governance dalam pengaturan waktu kerja pengemudi ojek online Grab di Kota Palu melalui pendekatan kualitatif fenomenologi. Penelitian dilakukan pada Kamis, 4 Desember 2025 pukul 10.30 di titik kumpul strategis seperti Perempatan Jalan Moh. Yamin, Vetran, Sisingamangaraja, dan Juanda. Teknik pengumpulan data utama adalah wawancara mendalam semi-terstruktur dengan 8 informan purposive (pengalaman kerja minimal 6 bulan, usia 20-45 tahun, variasi full-time/paruh waktu GrabBike/GrabFood), dilengkapi observasi partisipan dan catatan lapangan untuk triangulasi. Temuan menunjukkan pola kerja fleksibel 8-12 jam/hari (bahkan hingga 14 jam) yang bergantung ritme demand masyarakat: pagi penumpang, jam makan siang (11.00-15.00) pengantaran makanan, sore keramaian umum. Faktor pengaruh utama meliputi cuaca buruk (hujan/angin), target pribadi, dan strategi adaptasi seperti konsistensi jam ramai, pindah lokasi mangkal (restoran McD, pusat kuliner), top-up saldo aplikasi, serta istirahat singkat. Pendapatan harian bersih Rp150.000- Rp250.000 tidak linier dengan durasi kerja, lebih ditentukan lokasi strategis dan efisiensi operasional setelah potong aplikasi/bensin. Dari perspektif good governance, terdapat defisit transparansi perubahan tarif/potongan, akuntabilitas algoritma yang tidak adil dalam distribusi order, keadilan peluang rendah akibat kompetisi tinggi, serta responsivitas platform minim terhadap aspirasi pengemudi (kenaikan ongkir, parkir gratis). Sebagai frontline service provider pelayanan publik, kondisi kerja rentan ini berpotensi menurunkan mutu layanan masyarakat. Penelitian merekomendasikan intervensi kebijakan publik berupa regulasi tarif minimum, batas komisi, perlindungan K3, dan fasilitas khusus ojol untuk mewujudkan good governance gig economy yang berkelanjutan di Palu.

This study examines the dynamics of good governance in the work time management of Grab online motorcycle taxi drivers in Palu City through a qualitative phenomenological approach. The research was conducted on Thursday, December 4, 2025, at 10:30 AM at strategic gathering points such as the intersections of Jalan Moh. Yamin, Vetran, Sisingamangaraja, and Juanda. The main data collection technique was semi-structured in-depth interviews with 8 purposively selected informants (minimum 6 months work experience, ages 20-45 years, variation of full-time/part-time GrabBike/GrabFood), complemented by participant observation and field notes for triangulation. Findings reveal flexible work patterns of 8-12 hours/day (up to 14 hours) dependent on community demand rhythms: morning passenger services, lunch hours (11:00-15:00) for food delivery, and evening general crowds. Key influencing factors include adverse weather (rain/strong winds), personal targets, and adaptation strategies such as consistency during peak hours, relocating to high-demand spots (McD restaurants, culinary centers), topping up app balances, and short breaks. Daily net income of Rp150,000-Rp250,000 shows no linear correlation with work duration, primarily determined by strategic locations and operational efficiency after app deductions/fuel costs. From a good governance perspective, deficits exist in tariff/change deduction transparency, platform algorithm accountability in order distribution, low equity of order opportunities due to high competition, and minimal platform responsiveness to driver aspirations (fare increases, free parking). As frontline public service providers, these vulnerable working conditions potentially degrade service quality to the community. The study recommends public policy interventions including minimum fare regulations, commission caps, occupational health and safety protection, and dedicated ojol facilities to achieve sustainable good governance in the gig economy in Palu.
