GAMBARAN PELAKSANAAN STANDAR PELAYANAN MINIMAL PADA PELAYANAN KESEHATAN USIA PRODUKTIF DI PUSKESMAS WAE PITAK KABUPATEN MANGGARAI BARAT

Penelitian ini bertujuan untuk mengevaluasi pelaksanaan Standar Pelayanan Minimal (SPM) pada pelayanan kesehatan usia produktif di Puskesmas Wae Pitak, Kabupaten Manggarai Barat, yang capaiannya menurun drastis menjadi 26,0% pada tahun 2024. Menggunakan teori George C. Edward III, penelitian deskriptif kualitatif ini mengkaji empat dimensi utama: komunikasi, sumber daya, disposisi, dan struktur birokrasi. Jenis penelitian adalah penelitian kualitatif dengan desain pendekatan secara case study, jumlah informan sebanyak 7 orang yang terdiri dari kepala puskesmas, penanggung jawab kesehatan usia produktif, petugas kesehatan, dan 4 orang masyarakat yang dipilih menggunakan teknik purposive sampling berdasarkan kriteria inklusi dan eksklusi. Hasil penelitian menunjukkan bahwa dimensi komunikasi dan disposisi telah berjalan cukup baik, yang tercermin dari komitmen petugas dalam melaksanakan pelayanan meskipun menghadapi berbagai keterbatasan. Namun, pelaksanaan pelayanan masih terkendala oleh keterbatasan sumber daya, seperti kurangnya tenaga kesehatan bersertifikat, belum tersedianya alat penunjang medis khusus, serta kondisi gedung puskesmas yang masih bersifat darurat. Selain itu, faktor eksternal berupa cuaca ekstrem, hambatan geografis, dan rendahnya kesadaran masyarakat untuk melakukan skrining kesehatan preventif turut memengaruhi rendahnya capaian pelayanan. Oleh karena itu, diperlukan penguatan dukungan anggaran, penyediaan fasilitas kesehatan yang memadai, serta peningkatan sosialisasi dan kolaborasi lintas sektor untuk mendukung optimalisasi pelaksanaan SPM pelayanan kesehatan usia produktif.
This study aims to evaluate the implementation of Minimum Service Standards (SPM) in health services for productive age population at Wae Pitak Community Health Center, West Manggarai Regency, which has decreased drastically to 26.0% in 2024. Using the theory of George C. Edward III, this qualitative descriptive study examines four main dimensions: communication, resources, disposition, and bureaucratic structure. The type of research is qualitative research with a case study approach design, the number of informants is 7 people consisting of the head of the community health center, the person in charge of health for productive age population, health workers, and 4 community members selected using purposive sampling techniques based on inclusion and exclusion criteria. The results of the study indicate that the communication and disposition dimensions have been running quite well, which is reflected in the commitment of officers in carrying out services despite facing various limitations. However, the implementation of services is still hampered by limited resources, such as the lack of certified health workers, the unavailability of special medical support equipment, and the condition of the community health center building which is still in an emergency state. In addition, external factors such as extreme weather, geographical barriers, and low public awareness of preventive health screenings contribute to low service delivery. Therefore, strengthening budget support, providing adequate health facilities, and increasing outreach and cross-sector collaboration are needed to optimize the implementation of SPM health services for productive age groups.
