Abstrak

Road performance evaluation is essential for effective urban traffic management, particularly on roads with increasing traffic demand and high roadside activities. W.R. Supratman Road in East Denpasar is a major arterial road that experiences significant traffic congestion due to commercial, educational, and residential developments. This study aims to evaluate the road performance and Level of Service (LOS) using the Indonesian Road Capacity Guidelines (PKJI 2023) and to compare the analytical results with microscopic traffic simulation using PTV VISSIM. Primary data were collected through field surveys, including traffic volume, roadside friction, road geometric characteristics, and travel speed during weekday and weekend peak hours. The data were analyzed using PKJI 2023 to determine road capacity, degree of saturation, travel speed, and LOS, while PTV VISSIM was employed to simulate existing traffic conditions and validate the analytical results. The PKJI 2023 analysis resulted in a road capacity of 3,123.66 skr/h, a degree of saturation (DJ) of 1.41, indicating Level of Service (LOS) F. Furthermore, the PTV VISSIM simulation achieved a model validation accuracy of 98.26%, confirming that the simulation adequately represented the existing traffic conditions. The findings indicate that road performance is primarily affected by increased traffic volume and roadside friction generated by on-street parking, pedestrian activities, and vehicles entering and exiting roadside facilities. The comparison between PKJI 2023 and PTV VISSIM demonstrates consistent trends in evaluating road performance, although minor differences are observed due to the microscopic modeling of vehicle interactions in the simulation. The integration of PKJI 2023 and PTV VISSIM provides a more comprehensive assessment of traffic conditions and offers practical recommendations for improving traffic management and optimizing the operational performance of W.R. Supratman Road in East Denpasar.
