Penelitian ini berfokus pada Upaya mengatasi masalah distribusi sampah di Kota Pematangsiantar yang masih belum efisien meskipun telah diatur dalam Perda Nomor 11 Tahun 2012. Tujuannya untuk menganalisis peran DPRD dalam memastikan efektivitas pelaksanaan peraturan tersebut dan mengidentifikasi hambatan yang terjadi. Menggunakan metode normatif yuridis dengan studi kepustakaan, penelitian ini menemukan bahwa DPRD berperan melalui fungsi legislasi, pengawasan, dan penganggaran. Namun, pelaksanaannya terhambat oleh keterbatasan fasilitas, dana, kesadaran masyarakat, koordinasi antarinstansi, serta meningkatnya volume sampah. Karena itu, diperlukan penguatan peran DPRD melalui kebijakan inovatif, optimalisasi anggaran, dan sinergi antara masyarakat dan pemerintah daerah.
This study focuses on efforts to address the problem of waste distribution in Pematangsiantar City, which remains inefficient despite being regulated in Regional Regulation Number 11 of 2012. The aim is to analyze the role of the Regional People's Representative Council (DPRD) in ensuring the effective implementation of the regulation and identify the obstacles that occur. Using a normative-juridical method with a literature study, this study found that the DPRD plays a role through legislative, supervisory, and budgeting functions. However, its implementation is hampered by limited facilities, funds, public awareness, inter-agency coordination, and increasing waste volume. Therefore, it is necessary to strengthen the role of the DPRD through innovative policies, budget optimization, and synergy between the community and the local government.
