ANALISIS PROSES PENGAWASAN SISTEM PENERIMAAN MURID BARU SEKOLAH DASAR TAHUN AJARAN 2025/2026 TERHADAP JALUR DOMISILI DI KOTA TANJUNGPINANG

Penelitian ini dilatarbelakangi oleh pentingnya pengawasan dalam pelaksanaan Sistem Penerimaan Murid Baru (SPMB) jalur domisili guna menjamin pemerataan akses pendidikan dasar yang transparan, adil, dan akuntabel di Kota Tanjungpinang. Penelitian ini bertujuan untuk menganalisis proses pengawasan pelaksanaan SPMB Sekolah Dasar Tahun Ajaran 2025/2026 terhadap kebijakan jalur domisili di Kota Tanjungpinang. Penelitian menggunakan metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi, sedangkan analisis data dilakukan secara deskriptif berdasarkan hasil temuan lapangan. Hasil penelitian menunjukkan bahwa proses pengawasan telah dilaksanakan sesuai prosedur melalui penyusunan petunjuk teknis, pelaksanaan bimbingan teknis, monitoring, evaluasi, audit, supervisi, dan appraisal. Namun, pelaksanaan pengawasan belum berjalan optimal karena masih ditemukan kendala berupa ketidaksesuaian daya tampung sekolah, perbedaan jumlah pendaftar antar sekolah, validitas data domisili yang belum sepenuhnya akurat, serta monitoring yang masih bersifat reaktif terhadap pengaduan masyarakat. Selain itu, audit menemukan adanya ketimpangan distribusi siswa pada beberapa sekolah dasar negeri. Penelitian ini menyimpulkan bahwa pengawasan SPMB jalur domisili perlu diperkuat melalui peningkatan sinkronisasi data antarinstansi, transparansi kuota penerimaan, serta optimalisasi sistem monitoring agar pelaksanaan kebijakan berjalan lebih efektif dan merata.
This research was motivated by the importance of supervision in the implementation of the New Student Admission System (SPMB) through the domicile pathway to ensure transparent, fair, and accountable equal access to basic education in Tanjungpinang City. The study aims to analyze the supervision process of the Elementary School SPMB implementation for the 2025/2026 academic year regarding the domicile pathway policy in Tanjungpinang City. This research employed a descriptive method with a qualitative approach. Data collection techniques were conducted through interviews, observations, and documentation, while data analysis was carried out descriptively based on field findings.The results showed that the supervision process had been implemented according to procedures through the preparation of technical guidelines, technical assistance, monitoring, evaluation, audits, supervision, and appraisal. However, the implementation of supervision has not been fully optimal due to several obstacles, including the mismatch of school capacity, differences in the number of applicants among schools, domicile data validity that was not entirely accurate, and monitoring that remained reactive to public complaints. In addition, the audit identified inequalities in student distribution in several public elementary schools. The study concludes that supervision of the domicile pathway SPMB needs to be strengthened through improved inter-agency data synchronization, transparency in admission quotas, and optimization of the monitoring system to ensure that policy implementation becomes more effective and equitable.
