PERAN PETUGAS PEMASYARAKATAN DALAM PEMBINAAN WARGA BINAAN PEREMPUAN DI LEMBAGA PEMASYARAKATAN PEREMPUAN KELAS IIA TENGGARONG

Penelitian ini mengkaji peran petugas pemasyarakatan dalam pembinaan warga binaan perempuan di Lembaga Pemasyarakatan Perempuan Kelas IIA Tenggarong. Menggunakan metode penelitian empiris (Socio Legal Research) dengan teknik wawancara semi terstruktur, observasi, dan studi dokumen, penelitian ini menemukan bahwa petugas pemasyarakatan menjalankan peran multidimensional mencakup fungsi pembina, pengaman, pembimbing kemasyarakatan, motivator, konselor, dan administrator. Faktor pendukung pelaksanaan pembinaan meliputi motivasi internal warga binaan, ketersediaan sarana prasarana, kompetensi pembina, serta kemitraan strategis dengan berbagai instansi. Sementara itu, faktor penghambat utama adalah kekurangan personel, overcrowding, keterbatasan anggaran, dan minimnya sensitivitas gender petugas. Penelitian ini merekomendasikan penguatan kapasitas petugas secara berkelanjutan, koordinasi lintas sektoral, dan penerapan pendekatan responsif gender sesuai standar Bangkok Rules demi terwujudnya tujuan pemasyarakatan.
This study examines the role of correctional officers in the rehabilitation of female inmates at the Tenggarong Class IIA Women's Correctional Institution. Employing an empirical research method (socio-legal research) utilizing semi-structured interviews, observation, and document analysis, the study finds that correctional officers perform multidimensional roles, including those of rehabilitator, security provider, community guidance officer, motivator, counselor, and administrator. Factors supporting the rehabilitation process include the inmates' internal motivation, the availability of facilities and infrastructure, the competence of rehabilitation staff, and strategic partnerships with various agencies. Conversely, the primary obstacles are staff shortages, overcrowding, budget constraints, and a lack of gender sensitivity among officers. The study recommends continuous capacity building for officers, cross-sectoral coordination, and the implementation of a gender-responsive approach aligned with the Bangkok Rules to achieve the objectives of the correctional system.
