This Classroom Action Research (CAR) aims to improve student activity and cognitive learning outcomes in science and social studies (IPAS) specifically on the Water Cycle material using the Problem-Based Learning (PBL) model for fourth-grade students at SDN 282 Bangko. The subjects were 20 students. The research design followed the Kemmis & McTaggart spiral model consisting of two cycles. Data were collected using learning activity observation sheets (non-test) and written evaluation tests (test). The results showed a significant increase from the initial condition (Pre-Cycle) to Cycle II. The average classical learning activity percentage rose from 42% (Less Active) in Pre-Cycle to 64% (Sufficient) in Cycle I, and soared to 83.6% (Active) in Cycle II, exceeding the target of 75%. This improvement in activity positively impacted cognitive learning outcomes, where the class average score increased from 61.5 (Pre-Cycle) to 72.0 (Cycle I) and reached 81.5 (Cycle II). The classical mastery percentage also jumped sharply from 30% in Pre-Cycle to 65% in Cycle I, and finally reached 85% in Cycle II, surpassing the classical mastery target set at 80%. In conclusion, the implementation of the PBL model is proven effective in boosting both learning activity and cognitive outcomes of elementary school students in IPAS.
