Abstrak

This study examines the transformation of the regional governance information system from SIPD to SIPD-RI as part of the national effort to strengthen digital governance in local administrations. The main problem addressed is the persistent gap between the regulatory framework that mandates integrated planning, budgeting, and reporting systems, and the varying readiness of local governments to implement these systems effectively. The purpose of this study is to map the development of research on SIPD since 2020, identify the challenges and opportunities emerging from its implementation, and analyze the implications of the transition toward SIPD-RI for local governance practices. A systematic literature review method was employed to synthesize evidence from academic publications and official policy documents relevant to digital transformation in local governments. The results indicate that SIPD improves data consistency, accelerates administrative processes, and supports financial accountability, yet significant obstacles remain, particularly related to human resource capacity, system stability, and technical infrastructure. The transition to SIPD-RI introduces new requirements for data integration, standardized processes, and strengthened institutional readiness. The study concludes that the effectiveness of SIPD-RI depends on comprehensive capacity building, clear operational guidelines, and improved system reliability to ensure integrated, transparent, and accountable regional governance.
