REFORMASI BIROKRASI DALAM MENINGKATKAN PELAYANAN PUBLIK

Reformasi birokrasi merupakan upaya strategis pemerintah untuk memperbaiki tata kelola pemerintahan guna mewujudkan pelayanan publik yang efektif, efisien, dan akuntabel. Artikel ini bertujuan menganalisis konsep reformasi birokrasi, pelayanan publik, serta dampaknya terhadap kualitas layanan di Indonesia. Penelitian menggunakan pendekatan kualitatif melalui studi kepustakaan (library research) dengan menelaah berbagai literatur, buku, dan penelitian terdahulu. Hasil kajian menunjukkan bahwa reformasi birokrasi yang didasarkan pada prinsip-prinsip Weberian—seperti struktur organisasi yang jelas, sistem merit, aturan formal, dan profesionalitas aparatur—berkontribusi besar terhadap peningkatan kualitas pelayanan publik. Berbagai perbaikan seperti penyederhanaan prosedur, digitalisasi layanan, dan peningkatan kapasitas aparatur telah membuat pelayanan lebih cepat, transparan, dan responsif. Namun demikian, implementasi reformasi birokrasi masih menghadapi tantangan seperti resistensi internal, keterbatasan sumber daya, serta maraknya praktik korupsi dan kolusi yang menghambat keberhasilan reformasi. Secara keseluruhan, reformasi birokrasi memiliki peran penting dalam membangun pelayanan publik yang berkualitas, berintegritas, dan mampu memenuhi kebutuhan masyarakat secara optimal
Bureaucratic reform is a strategic government initiative aimed at improving governance in order to realize effective, efficient, and accountable public services. This article analyzes the concept of bureaucratic reform, public service, and its impact on service quality in Indonesia. The study employs a qualitative approach through library research by reviewing relevant literature, books, and previous studies. The findings indicate that bureaucratic reform grounded in Weberian principles—such as clear organizational structure, merit-based recruitment, formal rules, and professional staff—significantly contributes to enhancing public service quality. Improvements such as simplified procedures, service digitalization, and increased bureaucratic capacity have resulted in faster, more transparent, and more responsive public services. However, several challenges persist, including bureaucratic resistance, limited resources, and widespread corruption and collusion, all of which hinder the success of reform efforts. Overall, bureaucratic reform plays a crucial role in establishing high-quality, integrity-based public services that effectively meet the needs of society.
