OPTIMALISASI ADMINISTRASI DALAM MENDUKUNG KINERJA BADAN PENGAWAS PEMILIHAN UMUM KOTA SURABAYA PADA MASA NON-TAHAPAN PEMILU

Administrasi memiliki peran strategis dalam menunjang kinerja kelembagaan Badan Pengawas Pemilihan Umum Kota Surabaya, khususnya pada masa non–tahapan pemilu. Pada periode ini, Bawaslu tetap menjalankan fungsi kelembagaan melalui pengelolaan dokumen, administrasi keuangan, serta penataan arsip kelembagaan guna menjaga akuntabilitas dan kesiapan organisasi. Penelitian ini bertujuan untuk menganalisis optimalisasi administrasi dalam menunjang kinerja Bawaslu Kota Surabaya pada masa non–tahapan pemilu. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan desain deskriptif. Pengumpulan data dilakukan melalui observasi langsung terhadap proses administrasi, studi dokumentasi, serta wawancara informal dengan staf sekretariat yang terlibat dalam pengelolaan administrasi. Teknik analisis data dilakukan melalui tahapan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa optimalisasi administrasi di Bawaslu Kota Surabaya tercermin melalui pelaksanaan pengelolaan dokumen dan administrasi keuangan yang tertib, khususnya dalam pengelolaan administrasi keuangan dan dokumen pertanggungjawaban, penataan data administrasi, serta penerapan sistem kerja berbasis digital. Optimalisasi tersebut berkontribusi terhadap peningkatan ketertiban administrasi, efisiensi kerja, serta akuntabilitas kelembagaan pada masa non–tahapan pemilu. Meskipun demikian, masih ditemukan beberapa kendala, seperti tingginya volume dokumen dan keterbatasan sumber daya pendukung. Oleh karena itu, penguatan sistem administrasi dan pemanfaatan teknologi informasi secara berkelanjutan diperlukan untuk mendukung kinerja Bawaslu secara optimal.
Administration plays a strategic role in supporting the institutional performance of the Surabaya City Election Supervisory Agency, particularly during the non-election period. During this period, Bawaslu continues to perform its institutional functions through document management, financial administration, and institutional archive management to maintain accountability and organizational readiness. This study aims to analyze the optimization of administration in supporting the performance of Bawaslu Surabaya City during the non-election period. The research method used is a qualitative approach with a descriptive design. Data collection was conducted through direct observation of the administrative process, documentation studies, and informal interviews with secretariat staff involved in administrative management. Data analysis techniques were carried out through the stages of data reduction, data presentation, and conclusion drawing. The results of the study indicate that administrative optimization at Bawaslu Surabaya City is reflected in the orderly implementation of document management and financial administration, particularly in the management of financial administration and accountability documents, administrative data management, and the implementation of a digital-based work system. This optimization contributes to improving administrative order, work efficiency, and institutional accountability during the non-election period. However, several obstacles were still encountered, such as the high volume of documents and limited supporting resources. Therefore, strengthening the administrative system and utilizing information technology on a continuous basis is necessary to support Bawaslu's optimal performance.
