DINAMIKA RELASI KUASA DALAM PENCEGAHAN DAN PENANGANAN KEKERASAN SEKSUAL DI KAMPUS: STUDI KASUS SATGAS PPKS UNDANA

Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis dinamika pencegahan dan penanganan kekerasan seksual di Universitas Nusa Cendana melalui peran Satuan Tugas Pencegahan dan Penanganan Kekerasan Seksual (Satgas PPKS). Penelitian ini menggunakan pendekatan kualitatif dengan desain deskriptif. Teknik pengumpulan data dilakukan melalui wawancara mendalam, observasi, dan dokumentasi dengan informan yang dipilih secara purposive, meliputi Ketua dan anggota Satgas PPKS, ahli psikologi, mahasiswa, serta penyintas. Analisis data menggunakan perspektif relasi kuasa Michel Foucault untuk memahami bagaimana kekuasaan bekerja dalam struktur institusi, relasi sosial, dan wacana yang memengaruhi praktik pencegahan dan penanganan kekerasan seksual di lingkungan kampus. Hasil penelitian menunjukkan bahwa UNDANA telah melakukan upaya pencegahan melalui pembentukan regulasi internal, pelaksanaan edukasi, dan sosialisasi kepada sivitas akademika. Sementara itu, penanganan dilakukan melalui mekanisme pelaporan, pemeriksaan, rekomendasi, serta pendampingan korban secara berkelanjutan. Namun, dalam implementasinya masih terdapat tantangan berupa ketimpangan relasi kuasa, budaya diam, stigma terhadap korban, serta keterbatasan sumber daya. Oleh karena itu, diperlukan penguatan kapasitas kelembagaan dan pembangunan budaya kampus yang aman, inklusif, dan berpihak pada korban secara berkelanjutan.
This study aims to describe and analyze the dynamics of the prevention and handling of sexual violence at Nusa Cendana University through the role of the Sexual Violence Prevention and Handling Task Force (Satgas PPKS). This research employs a qualitative approach with a descriptive design. Data were collected through in-depth interviews, observation, and documentation involving purposively selected informants, including the Head and members of the Satgas PPKS, a psychology expert, students, and a survivor. The data analysis is grounded in Michel Foucault’s theory of power relations to examine how power operates within institutional structures, social relations, and discursive practices that influence the prevention and handling of sexual violence in the university setting. The findings reveal that UNDANA has implemented preventive measures through the establishment of internal regulations, educational programs, and awareness campaigns targeting the academic community. Meanwhile, case handling is conducted through systematic procedures, including reporting, investigation, recommendation, and continuous victim assistance. However, the implementation process still faces significant challenges, such as unequal power relations, a culture of silence, victim stigmatization, and limited institutional resources. Therefore, strengthening institutional capacity and fostering a safe, inclusive, and victim-centered campus culture are essential for improving the effectiveness of sexual violence prevention and response in higher education.
