ANALISIS SEKTOR UNGGULAN SEBAGAI DASAR PERENCANAAN PEMBANGUNAN EKONOMI DAERAH DI KABUPATEN TULUNGAGUNG

Abstrak

Penelitian ini bertujuan untuk mengidentifikasi sektor-sektor ekonomi unggulan di Kabupaten Tulungagung sebagai landasan dalam perencanaan pembangunan ekonomi daerah. Metode analisis yang digunakan adalah analisis Location Quotient (LQ) untuk menentukan sektor basis dan non-basis, serta analisis Shift-Share untuk mengukur pertumbuhan dan daya saing sektor-sektor ekonomi terhadap wilayah acuan Provinsi Jawa Timur. Data yang digunakan merupakan data sekunder berupa Produk Domestik Regional Bruto (PDRB) Kabupaten Tulungagung dan Provinsi Jawa Timur tahun 2020-2024. Hasil penelitian menunjukkan bahwa sektor Industri Pengolahan, Pertanian, Kehutanan, dan Perikanan, serta Jasa Pendidikan merupakan sektor basis utama di Kabupaten Tulungagung dengan nilai LQ > 1. Analisis Shift-Share mengonfirmasi bahwa sektor Industri Pengolahan memiliki daya saing kompetitif yang kuat. Strategi perencanaan pembangunan ekonomi daerah harus difokuskan pada penguatan hilirisasi produk berbasis sumber daya lokal, modernisasi Industri Kecil Menengah (IKM), serta optimalisasi infrastruktur strategis seperti Jalur Lintas Selatan (JLS) untuk meningkatkan konektivitas distribusi produk unggulan.

This study aims to identify leading economic sectors in Tulungagung Regency as a foundation for regional economic development planning. The analytical methods used are Location Quotient (LQ) analysis to determine base and non-base sectors, and Shift-Share analysis to measure the growth and competitiveness of economic sectors relative to the reference area of East Java Province. The data used are secondary data in the form of Gross Regional Domestic Product (GRDP) of Tulungagung Regency and East Java Province for 2020-2024. The results show that the Manufacturing Industry, Agriculture, Forestry, and Fisheries, and Educational Services are the main base sectors in Tulungagung Regency with an LQ value > 1. Shift-Share analysis confirms that the Manufacturing Industry sector has strong competitive advantage. Regional economic development planning strategies should focus on strengthening the downstreaming of local resource-based products, modernizing Small and Medium Industries (SMIs), and optimizing strategic infrastructure such as the Southern Cross Road (JLS) to enhance the distribution connectivity of leading products.
