PEMBERDAYAAN MASYARAKAT DALAM PROGRAM DESA BERSINAR (BERSIH NARKOBA): STUDI KASUS DI BNN PROVINSI JAWA TIMUR

This research is motivated by the rampant cases of drug abuse in East Java, especially in rural areas. Seeing the high frequency of these cases, the East Java Province National Narcotics Agency launched the Desa Bersinar (Clean from Drugs) program as an effort to empower the community in building community resilience from the threat of drugs. The purpose of this study was to determine the form of community empowerment carried out in the Desa Bersinar program as well as the impacts and challenges faced during the implementation of the program. The approach used in this study is descriptive qualitative with primary data sources through interviews during internships and secondary data in the form of program implementation documents. Data analysis techniques use data reduction, data presentation and drawing conclusions. The results of this study indicate that community empowerment efforts in the program are carried out through soft skills training, family and adolescent resilience, technical guidance for anti-drug activists, active community involvement in social activities and premarital counseling and integrated health posts. Through this program, the East Java Province National Narcotics Agency has succeeded in increasing public awareness, strengthening relationships between families and encouraging active community participation in preventing drug abuse. However, challenges such as limited budget, instant mentality of the community, gratification issues, lack of commitment of village heads and communities and unsustainable training results are obstacles in optimizing the implementation of the program. Theoretically, this program supports the restoration of social functions of the community as studied in the perspective of Talcott Parsons' structural functionalism, although the sustainability of this program still depends on the synergy of various cross-sectors and sustainable social change.
