Abstrak

Penelitian ini bertujuan untuk menganalisis implementasi Konvensi Apostille dalam pelayanan administrasi hukum di Kantor Wilayah Kementerian Hukum Provinsi Bali ditinjau dari perspektif good governance menurut Richard Charlick. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Data dikumpulkan melalui wawancara dengan aparatur pelaksana dan pemohon layanan Apostille, serta studi dokumentasi terhadap peraturan perundang-undangan dan dokumen pendukung. Analisis data dilakukan menggunakan model interaktif Miles dan Huberman. Hasil penelitian menunjukkan bahwa implementasi Konvensi Apostille telah berjalan secara operasional dan didukung oleh dasar hukum yang kuat serta pemanfaatan sistem digital AHU Online, sehingga meningkatkan efektivitas dan efisiensi pelayanan administrasi hukum. Namun demikian, penerapan prinsip good governance belum sepenuhnya optimal, khususnya pada aspek transparansi substantif, akuntabilitas pelayanan, responsivitas yang merata, dan keadilan akses layanan bagi masyarakat dengan keterbatasan literasi digital. Penelitian ini menyimpulkan bahwa pelayanan Apostille tidak hanya berfungsi sebagai instrumen penyederhanaan birokrasi, tetapi juga sebagai indikator kualitas tata kelola pelayanan administrasi hukum di tingkat daerah.

This study aims to analyze the implementation of the Apostille Convention in legal administrative services at the Regional Office of the Ministry of Law in Bali Province from the perspective of good governance as proposed by Richard Charlick. This research employs a qualitative descriptive method. Data were collected through interviews with service officers and Apostille applicants, as well as document analysis of relevant regulations. Data analysis was conducted using the interactive model of Miles and Huberman. The results indicate that the implementation of the Apostille Convention has been operationally implemented and supported by a strong legal framework and the use of the AHU Online digital system, which enhances the effectiveness and efficiency of legal administrative services. However, the application of good governance principles has not been fully optimized, particularly in terms of substantive transparency, service accountability, equitable responsiveness, and equal access for users with limited digital literacy. This study concludes that Apostille services function not only as an instrument of bureaucratic simplification but also as an indicator of the quality of legal administrative service governance at the regional level.
