IMPLEMENTASI KEBIJAKAN BANTUAN SOSIAL PEMENUHAN KEBUTUHAN DASAR LANJUT USIA DI KELURAHAN KUNINGAN BARAT

Abstrak

Permasalahan lansia merupakan permasalahan yang kompleks, salah satunya terkait pemenuhan kebutuhan dasar, serta kemunduran yang dialami oleh lanjut usia baik secara pola pikir, sikap, serta jiwa yang sudah tidak kembali seperti masa produktifnya, oleh karena itu Pemerintah Provinsi DKI Jakarta membuat program salah satunya dengan pemenuhan kebutuhan dasar lanjut usia, Faktor yang mempengaruhi dalam Implementasi Kebijakan Bantuan Sosial Pemenuhan Kebutuhan Dasar Lanjut Usia di Kelurahan Kuningan Barat, dan untuk mengetahui Pemenuhan Kebutuhan Dasar kebutuhan lanjut usia di Wilayah Kelurahan Kuningan Barat. Penelitian ini menggunakan metode penelitian kualitatif pendekatan deskriptif. Informan penelitian menggunakan purposive sampling dengan lima informan. Metode pengumpulan data dengan menggunakan wawancara dan studi dokumentasi. Hasil penelitian implementasi peraturan gubernur meliputi komunikasi, sumber daya, struktur birokrasi, dan disposisi, serta faktor yang mempengaruhi kebijakan meliputi karakteristik masalah, karakteristik kebijakan, dan lingkungan kebijakan, serta pemenuhan kebutuhan dasar meliputi biologis, psikologis, sosial, dan spiritual.

The problem of the elderly is a complex problem, one of which is related to fulfilling basic needs, as well as the setbacks experienced by the elderly both in terms of mindset, attitude and spirit which no longer returns to its productive period, therefore the DKI Jakarta Provincial Government has created a program, one of which is fulfilling the basic needs of the elderly, factors that influence the implementation of the Social Assistance Policy for Fulfilling the Basic Needs of the Elderly in Kuningan Barat Subdistrict, and to find out the Fulfillment of Basic Needs for the elderly in the Kuningan Barat Subdistrict Area. This research uses a qualitative research method, a descriptive approach. Research informants used purposive sampling with five informants. Data collection methods use interviews and documentation studies. The results of research on the implementation of governor regulations include communication, resources, bureaucratic structure, and disposition, as well as factors that influence policy including problem characteristics, policy characteristics, and policy environment, as well as the fulfillment of basic needs including biological, psychological, social, and spiritual.
