MODEL KINERJA SDM BERBASIS KUALITAS PELATIHAN, ETIKA PELAYANAN, DAN KOMPETENSI SDM PADA KANTOR PELAYANAN PAJAK PRATAMA SEMARANG TIMUR

Penelitian ini bertujuan untuk mengkaji peran kualitas pelatihan, etika pelayanan, dan kompetensi sumber daya manusia (SDM) terhadap kinerja SDM di Kantor Pelayanan Pajak Pratama Semarang Timur. Penelitian ini menggunakan metode explanatory research dengan populasi yang terdiri dari seluruh pegawai kantor tersebut sebanyak 95 orang. Teknik pengambilan sampel dilakukan menggunakan metode sensus, sehingga seluruh populasi menjadi sampel penelitian. Data dikumpulkan melalui kuesioner menggunakan skala interval dengan rentang skor 1 hingga 5. Analisis data dilakukan dengan metode Structural Equation Modeling (SEM) menggunakan pendekatan Partial Least Square (PLS). Hasil penelitian menunjukkan bahwa kualitas pelatihan berpengaruh positif dan signifikan terhadap etika pelayanan, kompetensi SDM berpengaruh positif dan signifikan terhadap kinerja SDM dan etika pelayanan, serta etika pelayanan berpengaruh positif dan signifikan terhadap kinerja SDM. Temuan ini memberikan implikasi penting bagi peningkatan kualitas SDM melalui pelatihan dan penguatan etika pelayanan untuk meningkatkan kinerja SDM.
This study aims to examine the role of training quality, service ethics, and human resource (HR) competence on HR performance at the East Semarang Primary Tax Office. The research employs an explanatory research method with a population consisting of all 95 employees at the office. The sampling technique used is the census method, where the entire population is included as the research sample. Data were collected through questionnaires using an interval scale with scores ranging from 1 to 5. Data analysis was conducted using the Structural Equation Modeling (SEM) method with a Partial Least Square (PLS) approach.The results show that training quality has a positive and significant effect on service ethics, HR competencies have a positive and significant effect on HR performance and service ethics, and service ethics has a positive and significant effect on HR performance. These findings have important implications for enhancing HR quality through training and strengthening service ethics to improve HR performance in the police institution.
