The purpose of this study is to ascertain the outcomes of students' scientific literacy skills in class IV at SDN Dukuh Menanggal 1/424 Surabaya with regard to forms of substances and their changes, as well as whether the Predict, Observe, Explain (POE) learning model has an impact on students' scientific literacy skills at the school level. This kind of study employs a Daily Assessment Documentation Values-Post-Test Control-Group-Design research design, making it quasi-experimental. The study's participants comprised class IV students at SDN Dukuh Menanggal 1/424 Surabaya. Class IV-A served as the experimental class, utilizing the Predict, Observe, Explain (POE) learning model, while class IV-B served as the control group, receiving instruction using traditional learning models. Students' scientific literacy test scores are the subject of the data collection, which is subsequently subjected to both descriptive and inferential statistical analysis. The study's conclusions show that whereas students in the control class, which employed the traditional learning model, had an average learning outcome of 78.06, those in the experimental class, which employed the Predict, Observe, Explain (POE) learning model, had an average learning outcome of 82.10. The hypothesis test results show a significant value of 0.037 or less than 0.05 with the use of SPSS version 26 for Windows and Independent Sample T-Test test statistics. This suggests that the Predict, Observe, Explain (POE) learning model has an effect on students' scientific literacy abilities in elementary school material on the forms of substances and their changes in class IV at SDN Dukuh Menanggal 1/424 Surabaya.
